The Council did not disclose the information, relying upon sections 12 and 14 of the Act. The Commissioner found that the Council had acted correctly in refusing to disclose the information under section 12 as the appropriate cost limit would have been exceeded. The Council was not correct to apply section 14 to the request. He found that it had breached sections 1(1)(a), 16(1), 17(5) and 17(7) of the Act.
