- Summary: The complainant made an information request to the Ministry of Justice regarding the implementation of the Freedom of Information Act 2000 and the conduct of civil servants. The public authority deemed the request vexatious and relying on section 14 of the Act refused to meet the request. In investigating the MoJ�s handling of the request, the Commissioner also considered the request in the context and background in which it was made.
