The Cabinet Office stated that the requested information was exempt under sections 35(1) (a) and (b) and section 27(1) (c) and that the public interest favoured maintaining the exemptions. The Commissioner has investigated and has found that the exemptions at section 27 and 35 are both engaged. He also found in respect of the material held under each exemption that the public interest in maintaining the exemption outweighed the public interest in disclosure of the information.
