Probation Trusts were created by Part 1 of the Offender Management Act 2007. They are established by statutory instruments made under section 5. The following orders seem to be relevant:
- SI 2008/598, which established:
- Dyfed Powys Probation Trust
- Humberside Probation Trust;
- Leicestershire and Rutland Probation Trust;
- Merseyside Probation Trust;
- South Wales Probation Trust; and
- West Mercia Probation Trust.

- Lancashire Probation Trust; and
- Greater Manchester Probation Trust.
