• Summary: The complainant submitted a request to the BBC for information concerning message boards and in particular the decision to remove “The Great Debate”. The BBC considered that this information fell outside the scope of the Act by virtue of Schedule 1 of the Act as it was held for the purposes of ‘journalism, art or literature’. The Commissioner’s decision is that the BBC correctly determined that the information is held to a significant extent for these purposes and therefore the BBC is not obliged to comply with Parts I to V of the Act.
