• Summary: The complainant requested minutes of a meeting and copies of any documents referred to in those minutes. The Council did not respond within 20 working days of receipt of the request. Whilst the complainant did later receive the documents, they included a report that had information redacted. He was not provided with a Refusal Notice explaining why the information had been withheld. As the Council failed to comply with sections 10 (time for compliance) and 17 (refusal notice), the Commissioner has upheld the complaint that the Council did not respond within the prescribed time limit and required the Council to either provide the information or a compliant Refusal Notice within 30 days.
