Section 86 of the Countryside and Rights of Way Act 2000 gives the Secretary of State the power to create a Conservation Board for an area of outstanding natural beauty by means of a Statutory Instrument called an Establishment Order. The first Conservation Boards in England were established for the Chilterns and Cotswolds in 2004.
