- Section 246 of the Local Government Act 1972, which established:

- the Charter Trustees of the Town of High Wycombe
- the Charter Trustees of the Town of Kidderminster
- the Charter Trustees of the Town of Lowestoft
- the Charter Trustees of the Town of Mansfield
- the Charter Trustees of the Town of Margate
- the Charter Trustees of the Town of Worksop
- Regulation 3 of SI 1996/263, which established:
- the Charter Trustees of the City of Bath
- the Charter Trustees of the Town of Cleethorpes
- the Charter Trustees of the Town of Great Grimsby
- the Charter Trustees of the Town of Scunthorpe
