The Council further stated that the public interest in maintaining the exemption outweighed the public interest in disclosure. The Commissioner has reviewed the Council’s decision and considers that it has failed to demonstrate how its commercial interests would be prejudiced by disclosing the information requested. The Commissioner therefore requires the Council to provide the withheld information to the complainant within 35 days of the date of this notice.
