The Cabinet Office confirmed that it held the information requested by the complainant but it considered it to be exempt from disclosure on the basis of exemptions contained at section 35(1)(a) and 35(1)(b) of the Act. The Commissioner has concluded that the information is exempt from disclosure on the basis of section 35(1)(a) and 35(1)(b) and that in all the circumstances of the case the public interest favours maintaining the exemptions.
