Access to the information in question was refused on the grounds that the advice constituted internal communications and that the balance of the public interest favoured maintaining the exception. The Commissioner has reviewed the information in question and considered the arguments proposed, but does not agree that the balance lies in favour of withholding the information. DEFRA are required to release the information within 35 working days
