Part 2 of Commons Act 2006 provides for the creation of commons councils for managing particular pieces of common land. These appear to be quasi-governmental organisations, but not to be public authorities under the Freedom of Information Act 2000. One has been created:

The Dartmoor Commoners’ Council was established by the Dartmoor Commons Act 1985 and serves the same purpose for commons on Dartmoor that commons councils do for commons elsewhere.
