- Summary: The complainant requested a copy of the minutes of the Commons Management Committee (a committee of Brockhampton Group Parish Council), from September 2004. The Council refused to provide the requested information on the grounds that the request was vexatious and repeated. During the course of the Commissioner’s investigation, the Council also alleged that to respond to the request would be too costly (when combined with other requests made by the complainant and other members of a User Group to which he belongs) and that the information was available by other means. The Commissioner has concluded that the Council has no lawful justification for refusing to provide the complainant with a copy of the minutes and therefore requires it to supply the complainant with the information requested.
