21 A council constituted by section 2 of [the Local Government etc. (Scotland) Act 1994 (c.39)]

Section 2 of the Act establishes a council for each local government area, each having a name of "The Council" with the addition of the name of the area. Under section 23 of the Local Government (Scotland) Act 1973, a Council can change the name of their area, and if they change it into Gaelic, can use "Comhairle" in place of "The Council".
