Joint Police Boards in Scotland

"Delivery of the police service in Scotland is shared between Scottish Ministers, Chief Constables and Local Police Authorities/Joint Police Boards. Responsibility for regional police forces' budgets and the management of their resources falls to the Joint Police Boards. The Authorities work in partnership with the Police Forces to ensure that the Chief Constables are able to police the Force areas effectively and efficiently" - paraphrased from [1]
