The public authority refused to provide this information citing section 31(1)(a), (b) and (c) (Law Enforcement Exemption) and section 38(1)(a) and (b) (Health and Safety Exemption) as the basis for its refusal. The Commissioner decided that the public authority was correct to determine that the information was exempt under section 31(1)(a) and (b). He also found that section 31(1)(c) was not engaged in this case. As the Commissioner upheld the use of section 31(1)(a) and (b) he did not go on to consider the application of section 38(1)(a) and (b). The Commissioner does not require any remedial steps to be taken.
