|dn_summary=The complainant requested information relating to various payments made to Council staff, as well as information relating to inequality and back pay issues. The Council provided some information, and refused the remainder of the request in reliance on sections 12, 22 and 40 of the Act. Following the Commissioner�s intervention the Council did provide some of the withheld information to the complainant. In relation to the remaining withheld information the Commissioner is satisfied that the Council correctly applied section 12 to refuse part of the request. However the Commissioner is not satisfied that the Council correctly applied the exemption under section 22. Therefore the Commissioner requires the Council to release this information to the complainant. The Commissioner also recorded a number of procedural breaches in relation to the Council�s handling of the request.
