The Commissioner notes that in dealing with the request, the public authority breached sections 10 and 17 of the Act by failing to respond in time and not giving a full explanation. Having investigated the application of the exemptions, the Commissioner is satisfied that the exemptions cited were properly applied and that the information is therefore exempt.
