- Summary: The complainant requested a copy of a letter of complaint sent to the Highways Partnership, Worcestershire County Council. The request was refused under regulation 13, on the basis that it constituted the personal information of the author. After reviewing the information and receiving clarification from the authority, the Commissioner found that the authority had complied with the legislation, redaction was not possible, and therefore, the authority was correct to refuse access to the information in its entirety.
